Airport Advisory Committee

RESPONSIBILITY:

THE MISSION OF THE AIRPORT ADVISORY COMMITTEE SHALL BE TO REVIEW AND MAKE RECOMMENDATIONS ON AIRPORT POLICIES, PROCEDURES AND PLANS AS REQUESTED BY THE CITY COMMISSION OR STAFF. THE COMMITTEE MAY ALSO, MAKE RECOMMENDATIONS TO MAINTAIN OR IMPROVE THE AIRPORT SAFETY, OPERATIONAL POLICIES, AND THE ECONOMIC VIABILITY OF THE DELAND MUNICIPAL AIRPORT.

Bownfield Advisory Committee

CRITERIA:

Each Brownfield Advisory Committee shall consist of an odd number of members numbering no less than three and no more than seven, each of whom shall be appointed by the City Commission to serve for the duration of the Committee, unless a different term shall be set by the City Commission. The City Commission may appoint or remove members of the Committee at any time. The members may or may not be City residents, but should have a relation to the area in which the Committee has jurisdiction such as a resident, business owner, property owner, and the City Commission should strive to appoint one or more members with training or expertise in the fields of environmental science and economic development. The City Manager or his designee shall serve as an ex officio member of the Committee who shall not have a vote, but may be elected to be a presiding officer and shall serve as a City Commission liaison to the Committee.

DUTIES:

The Brownfield Advisory Committee shall:

(1). Be responsible for making recommendations to the City Commission regarding brownfields within the City.
(2). Receive public comment on the rehabilitation and redevelopment of brownfields areas, future land use, local employment opportunities, community safety and economic justice. The Committee will also review outreach efforts and materials.
(3). Review and recommend ways to encourage public interest and participation in the brownfields initiatives of the City.
(4). Invite persons to its meetings in an effort to provide local knowledge concerning the location of potentially contaminated sites and the possibility of redevelopment.
(5). Provide periodic reports to the City Commission either when directed to do so by the City Commission or the City Manager or on its own accord.
(6). Otherwise perform the functions set forth in Section 376.80(4), Florida Statutes.

Historic Preservation Board

CRITERIA:

Shall be citizens of the City. Shall whenever possible, include a registered architect, and a representative from each of the following areas of expertise: history, real estate or real property appraisal, urban planning and engineering or building construction.


RESPONSIBILITIES:


1. To update the official inventory of cultural resources and submit to the City Commission recommendations and documentation concerning the updating.


2. To develop programs to stimulate public interest in urban neighborhood conservation, to participate in the adaptation of existing codes, ordinances, procedures, and programs to reflect urban neighborhood conservation policies and goals.


3. To explore funding and grant sources and advise property owners concerning which might be available for identification, protection, enhancement, perpetuation, and use of historic, architectural, archeological, and cultural resources.


4. To cooperate with agencies of city, county, regional, state and federal governments in planning proposed and future projects to reflect historic preservation concerns and policies, and assist in the development of proposed and future land use plans.


5. To advise property owners and local governmental agencies concerning the proper protection, maintenance, enhancement, and preservation of cultural resources.


6. To advise the City Commission concerning the effects of local governmental actions on cultural resources.


7. To review and recommend the designation of sites, buildings, structures, objects, and districts, both public and private, as historically or architecturally significant.


8. To approve or deny petitions for certificates of appropriateness required under the historic preservation regulations in the Chapter 33 of the City of DeLand Code of Ordinances.


9. To notify the Planning Director who shall take appropriate action when it appears that there has not been compliance with the historic preservation regulations of Chapter 33 of the City of DeLand Code of Ordinances.


10. To assist in developing a historic preservation element to be incorporated into the City of DeLand's Comprehensive Plan and, if necessary, make recommendations for amendments to historic preservation goals, objectives and policies in the plan.

DeLand Housing Authority Committee

CRITERIA:

Majority must be City residents.


DUTY:

A local public housing agency for undertaking and carrying out preliminary planning
of low-rent housing projects and financial assistance in providing low-rent housing by leasing
dwelling units in existing privately-owned structures.

Mural Art Committee

CRITERIA:

The Committee shall have five (5) members appointed by the City Commission. A majority of the members shall either live, work, volunteer or own property in the Greater DeLand Area.  All members shall have a background or other involvement in artwork as determined by the City Commission.

DUTY:           

To review and approve mural designs for aesthetic quality, design integrity and appropriateness pursuant to Ordinance 2021-18, and any resolutions that may be adopted by the City Commission from time to time, in order to create and maintain a strong community image, identity and a sense of place.

 

Citizen Advisory Task Force

CRITERIA:

MUST BE A RESIDENT OF THE CITY OF DELAND.


RESPONSIBILITY:

THE PURPOSE OF THE CATF IS TO PROVIDE ADVISORY RECOMMENDATIONS TO THE CITY COMMISSION ON THE GOVERNANCE AND APPLICATIONS FOR FUNDING UNDER THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. IN ADDITION, THE BOARD SHALL ESTABLISH POLICIES AND PROCEDURES FOR ITS OPERATION AND RECOMMEND TO THE CITY COMMISSION THE CREATION OF A PERMANENT COMMUNITY RELATIONS COMMITTEE. ADDITIONALLY, THE BOARD WILL SERVE IN AN ADVISORY CAPACITY ON ISSUES BROUGHT FORTH BY THE CITY COMMISSION FOR ITS DELIBERATION AND RECOMMENDATION.
THE CATF GENERALLY MEETS THE THIRD TUESDAY OF EVERY MONTH AT 6:30 PM IN THE DELAND CITY COMMISSION CHAMBERS. IN ADDITION, EACH MEMBER GENERALLY ATTENDS CALLED SUBCOMMITTEE MEETING AS NEEDED.

Economic Development Committee

CRITERIA:                

Must have 5 City residents.  The membership may include designees of the Chamber of Commerce, and representatives from industry, academia, aviation, business people whose businesses are located in the downtown redevelopment district and owners of property within the downtown redevelopment district whose property is the location of a current business.

 

DUTY:                       

To make recommendations to the City Commission for the purpose of aiding and assisting them on matters relating to community development and economic growth including, but not limited to, downtown redevelopment and the DeLand Municipal Airport and Industrial Park.

 

AIRPORT ADVISORY SUBCOMMITTEE: 

The foregoing committee shall appoint an airport advisory subcommittee which shall consist of four members of the committee appointed to staggered terms for the same period of time as their terms of the committee.  At least one of the subcommittee members shall have direct aviation interests at the DeLand Municipal Airport.  Their purpose is to assist the City Commission in the administration of the DeLand Municipal Airport and provide advice and counsel for the chief airport executive.

 

DOWNTOWN REDEVELOPMENT ADVISORY SUBCOMMITTEE: 

The foregoing committee shall appoint a downtown redevelopment advisory subcommittee which shall consist of four members of the committee appointed to staggered terms for the same period as their terms on the committee.  At lease two of the subcommittee members shall have direct business interests in the downtown redevelopment district.  Their purpose is to assist the City Commission on matters relating to the implementation of the redevelopment plan for the downtown redevelopment district.

Firefighter Retirement Committee

CRITERIA:  

Two legal residents to be appointed by the City Commission; Two full-time firefighters to be elected by a majority of the firefighters participating in the plan; Fifth member to be nominated by the other four members of the retirement committee and approved by the City Commission.

DUTY:      

The retirement committee shall have the authority to make such rules and regulations and to take such action as may be necessary to carry out the provisions of the plan and will, subject to the provisions of the plan, decide any question arising in the administration, interpretation and application of the plan, which decisions shall be conclusive and binding on all parties.  The retirement committee may delegate any part of its authority and duties as it deems expedient.

In order to effectuate the purposes of this Plan, the retirement committee shall have the power to construe the Plan, to supply any omissions therein, to reconcile and correct any errors or omissions therein, to reconcile and correct any errors or inconsistencies, to hire a custodian to maintain custody of the Plan's assets, to hire an investment manager to manage the investments and assets of the Plan and to serve as a named fiduciary of the Plan, to hire accountants, attorneys, and other professional assistants, and to make equitable adjustments for any mistakes or errors made in the administration of the Plan, and all such actions or determinations made by the retirement committee in good faith shall not be subject to review by anyone.

Employee Retirement Committee

CRITERIA:                

Mayor, City Manager, and One lay member from the community appointed by the City Commission, Two members elected by the general employees.

DUTY:                       

The retirement committee shall have the authority to make such rules and regulations and to take such action as may be necessary to carry out the provisions of the plan and will, subject to the provisions of the plan, decide any question arising in the administration, interpretation and application of the plan, which decisions shall be conclusive and binding on all parties.  The retirement committee may delegate any part of its authority and duties as it deems expedient.

In order to effectuate the purposes of this Plan, the retirement committee shall have the power to construe the Plan, to supply any omissions therein, to reconcile and correct any errors or inconsistencies, and to make equitable adjustments for any mistakes or errors made in the administration of the plan, and all such actions or determinations made by the retirement committee in good faith shall not be subject to review by anyone.


FINANCIAL DISCLOSURE REQUIREMENTS

Florida law requires financial disclosure of all “local officers.”  The term “ local officer” is defined to mean:

1.  Every person who is elected to office in any political subdivision of the state, and every person who is appointed to fill a vacancy for an unexpired term in such an elective office. 
2.  Any appointed member of any of the following boards, councils, commissions, authorities, or other bodies of any county, municipality, school district, independent special district, or other political subdivision of the state: 
a.  The governing body of the political subdivision, if appointed; 
b.  An expressway authority or transportation authority established by general law; 
c.  A community college or junior college district board of trustees; 
d.  A board having the power to enforce local code provisions; 
e.  A planning or zoning board, board of adjustment, board of appeals, or other board having the power to recommend, create, or modify land planning or zoning within the political subdivision, except for citizen advisory committees, technical coordinating committees, and such other groups who only have the power to make recommendations to planning or zoning boards; 
f.  A pension board or retirement board having the power to invest pension or retirement funds or the power to make a binding determination of one's entitlement to or amount of a pension or other retirement benefit; or 
g.  Any other appointed member of a local government board who is required to file a statement of financial interests by the appointing authority or the enabling legislation, ordinance, or resolution creating the board. 
Accordingly, members of the City of DeLand Planning Board, Board of Adjustment, Code Enforcement Board, and Retirement Boards are considered to be “local officers” under Florida Statutes Section 112.3145.  Members of these Boards are required to file a Statement of Financial Interests (Form 1) within 30 days of accepting appointment and annually by July 1 of each year.  Additionally, members must file a Final Statement of Financial Interests (Form 1F) within 60 days of terminating service on the Board.

Planning Board Committee

CRITERIA:

Must be City resident. 

 

POWERS:

  1. To acquire and maintain in current form such basic information and materials as are necessary to an understanding of past trends, present conditions, and forces at work to cause changes in these conditions.
  2. To prepare, amend and revise a comprehensive and coordinated general plan for meeting present requirements and such future requirements as may be foreseen.
  3. To establish principles and policies for guiding action in the development of the areas.
  4. To prepare and recommend for adoption to the governing authority a zoning ordinance and map for its political jurisdiction.
  5. To amend or supplement the zoning regulations and districts adopted.
  6. To prepare and recommend to the governing body, other ordinances and resolutions promoting orderly development, along the lines indicated in the comprehensive plan for the growth an improvement of the area.
  7. To determine whether specific proposed developments conform to the principles and requirements of the comprehensive plan.
  8. To conduct public hearings as may be required to gather information necessary for the drafting, establishment and maintenance of the comprehensive plan.
  9. To make, cause to be made or obtain special duties on the location, condition and adequacy of specific facilities of the area.
  10. To keep the governing body and the general public informed and advised as to these matters.
  11. To perform any other duties which may be lawfully assigned to it by the City Commission.

CRITERIA:

Two legal residents to be appointed by the City Commission; Two employees to be elected by a majority of the police officers participating in the plan; Fifth member to be nominated by the other four members of the retirement committee and approved by the City Commission.

Spring Hill Community Redevelopment Agency Committee

CRITERIA:  
MUST BE A RESIDENT OF THE CITY OF DELAND AND PART OF THE DESIGNATED SPRING HILL AREA.
 
This Board will consist of : Two members of the County Council, three members of the City Commission, one citizen from the unincorporated portion of Spring Hill (appointed by County Council), and one from the incorporated portion of Spring Hill (appointed by the City Commission).  Board Members will develop recommendations on the redevelopment of the Spring Hill area.  This will include providing input on, reviewing, and recommending a long term community redevelopment plan for the area.

Tree Advisory Committee

DUTY: 

The major purpose is to review tree planting within the City and recommend to the City Commission ways to improve the City's tree program.

Community Redevelopment Agency Committee

CRITERIA:

Must be city resident or be engaged in business within the Downtown Redevelopment District, i.e., own a business, practice a profession, perform a service for compensation or serve as an officer or director of a corporation or other business entity engaged in business within the Downtown Redevelopment District.

Senior's Council Committee

CRITERIA:

Shall consist of seven individuals, two of which shall be professionals who work in programs that serve senior
citizens. Five of the members shall be at least age 55, of which four shall reside in the City of DeLand. One member may be a
resident of the greater DeLand area. At least two members will be residents of a senior living facility located within the City of
DeLand. With the exception of the two professionals, appointment to the Council will be for a two-year term with service limited
to a maximum of two terms. The appointed professionals may serve for indefinite terms, but must be re-appointed by the City
Commission every two years. In January of each year, the Council will elect a chair and co-chair who will be responsible for
conducting the meetings of the Council.


RESPONSIBILITY:

The Senior Council Committee members shall be appointed by the City Commission. The Senior Council
Committee shall meet, at a minimum, on a quarterly basis to discuss the livability issues that either positively or negatively impact
the quality of life for DeLand seniors. The chair or designee of the Council will present issues and recommendations to the City
Commission at the first City Commission meeting in the month subsequent to the quarterly meeting of the Council.
