Water/Sewer Service

There are several on-site and off-site costs, permitting and regulatory requirements to consider prior to connecting to the City’s Utility system.

  • Application fee
  • Water/sewer impact fees
  • Water meter/line installation fee
  • Covenant fee
  • Connection cost from the potable meter/sewer lateral to the home.
  • Cost to abandon and cap the well (if abandoning the well) or septic.
  • Cost of a County and/or Department of Health permit.
  • Complete the Water/Sewer Service verification form. (attached)
  • Once services have been verified, staff will contact for cost estimates and next steps.
  • Sign and return “Covenant to Support Annexation” affrming that the city is willing to provide municipal water and/or sewer service on the condition that the property will be annexed to the city when and if it becomes contiguous.
    • This will be drafted by office staff.
    • To be executed prior to or in coordination with the payment for utilities connection.

Please note the following:

  • There is typically a minimum of 5 to 7 business days required to obtain verification from the Utilities Department.
  • Please do not contact the Utilities Department directly, as this creates duplicate work which can lengthen the process.
  • All communications are typically via Email, please ensure that the contact information is correct on the request form.
  • If you have requested a fee estimate only, and decide to proceed with connecting, you must notify the City at water-sewerrequest@deland.org and provide any additional information required. Once you have submitted all required information please allow a minimum of 1 to 2 business days for staff to create a payment slip and draft the covenant.
  • Once you make payment for the connection, you will then need to contact the City's Utility Billing Department to complete your account set up and pay for applicable deposits. They can be contacted at 386-626-7051.
  • Connection payments must be made in the office via cash, check, or Visa/Mastercard. You may also mail in a check. Once payment is received, along with required applicable forms, please allow 3-5 business days for the work order to be processed.
  • Verification of services is valid for 6 months.

Steps for connection:

  1. Submit verification request and wait to hear back from a member of staff, either via email or phone.
  2. If utility service is available, decide based on cost if you are going to connect. The following would be required:
    1. Property owner information and contact
    2. Property deed (and a corporate resolution if owned by a corporation)
  3. Find a licensed plumber
    1. Contact several licensed plumbers to obtain a cost estimate for all on-site activities
  4. Office staff will draft a covenant this must be returned to the office with original signatures and notary stamp.
    1. Notary service is available in the Community Development office
  5. Submit covenant and payment in the Community Development office
  6. Finalize account with Utility Billing, install plumbing lines and contact Utilities for the meter.
